The amount is different because the currency of the issuing authorization (471) is in EUR, and the currency of the issuing transaction (457) is in USD.
initially it was 471 USD
but why transaction created for 467 USD ?
Is it because of the change in the exchange rate?

If you check the currency of the issuing authorization, it's 471 EUR, not 471 USD.
This is the card's currency, you should check merchant_currency

The merchant_amount represents the cost of the purchase in the local currency. The amount field represents the expected amount of the Transaction in the card’s currency and is not final until the Authorization has been captured.
