no its any customer, both via creating when looking at a customer, and attempting to create via the button in subscriptions

Are there any errors in the browser Console if you open the developer tools?

There was a reported issue with the Stripe Dashboard that is in the process of being mitigated. Could your user try logging out and logging back in?
