Still digging - I'm not 100% sure why this is happening. I definitely see the card_issuing capability being returned when it's first requested on Account creation, but then it just seems to disappear

What do you get when you try and list the capabilities for that account? https://stripe.com/docs/api/capabilities/list?event_types-payment_intent.payment_failed
