That isn't a feature that is available currently. If the promo code discount exceeds the price of the product the customer will simply be charged 0.

I'll have to use a webhook to grant a credit to the customer whenever what they pay is lower than the promo code. That should be possible right?

checkout.session.completed should have the necessary stuff I assume.
