I was thinking it might be the lack of currencies on the price objects but

we don't use those price objects
I see evidence of other currencies using the coupon successfully despite not having those price objects defined for those currencies.

Alright @near pumice, it does seem related to the currencies and our current ability to automatically convert them in order to compare to the USD minimum that is set a restriction on the coupon. I looked at this with a colleague and it looks like we just aren't handling INR for this "auto currency conversion" right now so the customer runs into this error whereas we do support CAD for this "auto conversion". We are flagging internally because we believe this is confusing, but it is possible that this auto-conversion feature is still being rolled out and these other currencies will be added shortly. Thanks for flagging this to us.
