Ah it's because you used the 3184 test card which requires authentication on all transactions, no exceptions: https://stripe.com/docs/testing

Oh, is that card behavior something i can expect on usual 3ds from bank?

It's unlikely. Usually in livemode, subsequent payments won't require 3ds very often if they were set up properly (with SetupIntent). However, it's possible and should be something your integration handles
