Oh looks like that same customer email address has a Stripe Express account. We need to enable debits on their payout bank account for negative balances, so that's what that email is about

Unfortunately there's not a way to disable this behavior. The platform is ultimately responsible for negative balances on Express accounts, it's just that we attempt to reconcile the negative balance with the Express account's connected bank account first. https://support.stripe.com/questions/reserves-for-connect-platforms-and-connected-accounts#:~:text=If a Custom or Express connected account does not have enough funds in their Stripe balance or linked bank account to support the refunds or chargebacks
right so for all connected express account this is the default, and required, behaviour? if so, is it different for custom accounts?
also, this happens even if they don't have a negative balance yet right?

This behavior should be the same for custom accounts as far as I am aware.
