It looks like the way to close a financial account is to reach out to [e-mail] with the FA id:
https://stripe.com/docs/treasury/account-management/financial-accounts#close-a-financialaccount
Note the part that says:

You can’t open a new financial account for a connected account if you previously closed a financial account associated with that same connected account. You must open a new connected account to create a new financial account.

Since you say you also want to reject the connected account i imagine this is not a concern, but wanted to highlight it.
