Whoever makes the decision on whether or not to refund a client without considering that we have already provided the service requested

This is not for my account, it's for a colleague that is telling me NOT to use Stripe for my services

Plus the money was in their business account just for these charges, so when the money was taken back out, it acrued NSF fees since they had paid for the registered agent and the filing fees out of the money collected.

That being said, if the refund wasn't triggered through Stripe then I don't think we would be part of the decision process.

If this was for a disputed payment, then there is a dispute process where Stripe account owners can provide evidence supporting their side of the argument. That evidence is then sent to the issuing bank who decides whether to grant the refund:

However, some types of payment methods have different rules around dispute flows. For instance, ACH Debit dispute decisions are final and cannot be appealed:

Correct, you do not have to enable all types of payment method options, and you may intentionally choose not to enable some to help mitigate risks like this.
