I just added my bank to the app I pay my rent on through stripe, it needs to be verified and said stripe will send a $0.01 charge with a code in my statement

Most likely not and you just need to wait for the code, but I can't really help you with that here as this channel is focused on helping developers with technical questions about integrating the Stripe API and since it is a public channel we can't help with account-specific questions. Really what you want to do here is reach out to the platform/app you are working with and ask them to take a look at your account and they will be best positioned to help you.
