i place test order today and it just takes the item from a random other order and adds it to the order that is made and customer only pays for 1

I tried to do some debugging but from the research i did just now its not an issue with any plugins for some reason when a new order is made it pastes it into an old exisiting and finished order

Sorry, but the WooCommerce/Stripe integration was built and is maintained by WooCommerce, so we don't know much about how it is expected to work. I would recommend reaching out to the WooCommerce support team for assistance in troubleshooting this.
