Yeah, then it'll be unreachable. You should use the CLI instead of configuring a webhook for a localhost endpoint: https://stripe.com/docs/stripe-cli/overview

Not sure what to tell you. I can't load that URL or ping it from my machine and we (Stripe) can't reach it either (hence why the webhooks don't deliver)

I guess that URL isn't correctlt configured like you expect
