Without payment intent ID, we are unable to identify the payment. In general, you can cancel or refund a payment in the dashboard or via API: https://stripe.com/docs/refunds
Are you the customer or merchant?

For customer, you should reach out to your service provider for payment cancellation/refund. They will be able to find the PaymentIntent ID and perform refund/cancellation for you
If this is the case, I'd recommend reaching out to your card issuer and raise a dispute/chargeback
but they use your services for scamming...
