How are you collecting payment?
Unless this is how the tax for this type of good works legally, we wouldn't have any way to make this happen automatically, you'd need to programmatically control when to collect tax (and possibly how much, depending on what you use)
This is how tax is collected for precious metals however their was not option for precious metals when filling out the product type i will be selling for tax information on the stripe site
In that case you'd want to programmatic enable/disable tax collection as needed.
