Hi, I think there is a different reason for card decline, not because of cloning
Cloning would work in normal case

So why would a clone return a decline?
Right, I can see it succeeded. One reason to think about is the Platform and the Connected Account doesn't have exact requirements for 3D Secure. While the card was 3DS2 successfully on the Platform, requirements may applies differently on the Connected Account
The decline code do_not_honor is a generic error the issuer bank returns. They may have reasons behind it too
I think the first step is to ask the Customer reaching out to their bank to ask for the reason they declined it

yes we create paymentintent via PCI Model
Have you been able to clone those PaymentMethods before and succeeded?
Yes, most of paymentintents can be cloned
