im looking at this link https://stripe.com/docs/connect/manual-payouts and for 'regular payouts' it says that it sends 10 usd from a connected accounts stripe balance to their external account but then underneath it says you can move an amount to their available balance

so im wondering if the payout means that im transferring the funds from my platform account to their connect account or if this is moving the funds to their bank account

It doesn't say "to their available balance", it says "up to the user’s available balance"

#

So basically it's still moving the funds from the connected account available balance to their bank account, not related to you as the Platform

so the transfer and payout are different then? the transfer is platform account to connect account and the payout is connect account to bank account?
