Right that's correct, but what I'm trying to understand is does the user have to opt-in for 3d secure with there bank
or does it just take the user to the 3d secure process, assuming 3d secure is on for stripe
If the issuer offers 3DS and when it's required, Stripe handles 3DS portion with Stripe Element, Checkout etc.

our company is a software company, we do virtual check-ins and preauthorized holds for hotels. We are looking to do 3d secure on the preauthorized card to avoid fraud
We would use stripe checkout
for the preauth
everything would be done through stripe basically with the preauth and transaction and 3d secure process
I'm just confirming if we enabled 3d secure on our side, if that would require all cards to go through that process

When you say "we enabled 3d secure on our side", does it mean you as a merchant or the payer as a customer?

for example, we would manually request 3d secure
with the payment intent api
So yes, as per the Doc
Stripe requires your customer to perform authentication to complete the payment successfully if 3DS authentication is available for a card. If it’s not available for the given card, the payment proceeds normally.
