so im wondering if a transfer has to be associated with a charge or not. for example if i just wanted to send $5 from my platform account's balance to the balance of one of the express connected accounts that use my site would i still be able to do that? and would i pay any fees on such a transfer?

Nope, there doesn't need to be an associated payment/charge. You're free to move balances between connected account as as you need and there's no fees for transfer between accounts
