I am developing the website for a client. I haven’t looked at connect. Is there a plugin that can do this?

Yes there are plugins out there that can do this for you. We can't recommend any certain ones though. You can likely find a variety by googling something like "Stripe Connect Plugins"

And if I don’t use a plugin do you have a manual I can follow to set this up?

You first need to figure out what type of Connected Accounts you would be using

#

Then you decide on Charge type -- you want either Destination Charges or Direct Charges, depending on the type of Connected Accounts you decide on.
