Stripe transfers are only between platform accounts and their connected accounts. The Stripe accounts can then pay out to their own bank accounts
Are you developing a connect platform?
Yes I'm responsible to research platforms to integrate with our business, that basically is a application for IT freelancers and company that need them.
The ideia is a company will pay us and at the final of project we'll transfer the amount to the freelancer, of corse, take off our part and taxes.
Gotcha, we have a product for making platforms like that, Stripe Connect, that can allow you to take payments and pay out to those freelancers. Here is a good central place with a lot of docs for that

But I still have a doubt, this freelancers will need to have an account on stripe or we can just put them bank info and transfer those values?

Freelancers will need to have a Stripe account, yes. You'd set up a Connect platform, with freelancers' Stripe accounts connected to this platform. This way, the platform can transfer funds to the freelancers' accounts, and the freelancers can then pay these funds out to their external bank accounts
