For standard account, even if the account is restricted you should be able to use it in test mode. What exactly is the issue?

Basically I need the account to have charges_enabled but this is only possible while doing the whole onboarding and not skipping the form

Even if the Standard account doesn't have charges_enabled you should still be able to create charges in test mode.

Unfortunately not, for Standard accounts you need to provide that initial info to get them enabled

Yes, Standard accounts can be used as real accounts so they require real data. Other accounts that can only be used in test mode don't require real info like this
