Actually I want to charge my connect account of behalf of using our services and the connect user added his/her banking details

another option is to create a Customer on your platform account, collect payment details from the owner of the connected account, and charge that customer. It's not directly related to the connected account or uses their bank account/balance though.

Ok I need to clarify one thing more as that when we create token using existing customer id and stripe account as your connect platform account than in this case we are charging from customer card ??

that code is for cloning a saved payment method from some customer on your platform account, to a connected account, so a connected account can charge it.
it seems unrelated to charging the owner of the connected account for anything.
