You can use Stripe CLI to forward events to a local endpoint, sure.
That has nothing to do with SSL though

Hi 👋 I'm stepping in as @dapper jungle needs to go. Stripe CLI is intended to forward webhook events to your localhost dev server. It may be able to forward to an external site but I would not rely on that functionality.
