JCB account availability
Any Stripe accounts based in Japan, Canada, Australia, New Zealand, and the US are able to accept payments from JCB cards.

Okay I'm a bit confused. You mentioned Payees and thousands of connected accounts in US but now you say worldwide and I don't really follow what you're describing at all

I'd recommend contacting our support team directly. They have full access to your Stripe account and can help you debug this
