Hi 👋 the device data that is collected is leveraged for frictionless authentication flows as part of 3DS2:

I'm not entirely certain what happens if device data cannot be collected, but I suspect it will reduce how frequently 3DS2 can do a frictionless authentication rather than a challenge-based authentication.
