Yes, do not mark it as redeemed until the payment is completed

Another promotion code. Or is it that you're applying the coupon directly without a promotion code and it's counting toward the limit?
The latter.
We are applying coupons instead of promotion codes directly currently
(Because we cannot apply promotion_code to invoices)
I'm curious, do you know if cancelling the incomplete subscription removes the coupon?
It doesn't sadly. I have also tried voiding the subscription's latest invoice
I mean I haven't chcecked if it removes the coupon, but it definetely doesn't reduce the number of times it is redeemed
