Hi there, could you summarize your issue? I am happy to take a look
I have a platform that works this way: Customer purchases credits. customer uses the credits on services provided by services providers on my platform. My platform takes a cut from the fee paid by customer, and transfers the rest to the service providers. Given that both the the customer and service providers are using a card/have bank accts outside of the region of my cost center, I assume my platform has to pay the 4% Stripe connect international xfer fee twice. Is this true? Do the stripe fees outlined in attached pic hold true? Any tips and tricks for getting past this "double charge"?
I don't think so. This chart doesn't looks correct to me (Customer won't have a Stripe Account at all)
SO if you are using Customer Connected Account, most likely you will use Destination Charges, and its fund flow is here https://stripe.com/docs/connect/destination-charges You can see 2 "Flow of funds" patterns

but if lets say the connected account for the destination charge is unknown at the time of payment
and users are "buying" prepaid credits
and the customer and the connected accounts are both using international cards
the 4% international card fee will be taken by stripe twice?
