(also best to just ask the question upfront if possible)

noticing that options for a conditions related to IP addresses seem to always include "at this merchant" however when reviewing risk insights they seem to be
stripe network wide?
for instance
with risk insights for a specific payment i see
Number of cards previously associated with this IP address (last 7 days)
230
but when i try to create a rule that looks like

yeah the rules are usually just about your merchant/account, not Stripe wide

i dont catch the payment since its specific to our account
wondering is there a way to use the risk insights to right better rules?
obviously an IP with over 200 attempts on different cards should be blocked or at least reviewed

I don't think that's possible. I'd recommend working directly with our support team for help instead though as we don't know much about Radar rules/insights here unfortunately. You can contact them at https://support.stripe.com/contact for help
