The reason why you're seeing this error is due to not passing a legitimate phone number. This area code, 464 is not valid: https://www.areacodehelp.com/cgi-bin/search/search.cgi?zoom_query=464. I'd recommend passing a valid phone number and seeing if the issue persists.

Btw I googled this 464 area code and this came up: https://www.areacodelocations.info/4/464.html

Is it possible that whatever api you are using to valid the phone number is using outdated specs? In this case it seems 464 is a valid area code
