hi! it depends on the overall type of account and integration you use. But for the most part, a new account is created that is specific to that user + your platform, but they can skip a lot of the onboarding, per https://support.stripe.com/questions/legal-entity-sharing
Okay, so it's up to them, when they get the request to onboard they should put the same email and then Stripe will offer them the option or not
