It not always skip or collect, the PaymentElement bases on the Customer location (IP/Browser etc) to decide if it needs to collect some of those Address fields. The idea is merchant leave it to Stripe (the PaymentElement) to handle the logic of collection

Can it be forced to ALWAYS capture ?
