Hi 👋 we send the provided payment method information to the card networks, and they determine whether or not to approve the transaction based off the provided information.

Stripe only confirms the provided expiration is not in the past, the card networks decide whether they accept the provided value.

The card network is that Visa or Mastercard - or is it bank based?

Apologies, you're correct, it is the Issuer (the customer's bank) that decides whether or not they will approve the transaction. Mastercard and Visa are examples of card networks, but they don't (as far as I understand) make the approval decisions.
