When you create the account link you can set collect: eventually_due to collect more information https://stripe.com/docs/api/account_links/create?lang=java#create_account_link-collect
But not sure if this is directly related to your issue.

Can you share an account ID that is enabled but not completed?

Hey, still looking in to this. I think that eventually_due argument may help here though I have not been able to test. Will try to think of what else may help here if not
