This is a limitation by the recipient service agreement (https://stripe.com/docs/connect/service-agreement-types#recipient)

Connected accounts under the recipient service agreement can’t process payments, for example, request the card_payments capability.

Is there a reason you only consider using recipient instead of full service agreement?

So I am building a global marketplace and I need to payout my connected accounts all across the globe.
Someone here sent me this link: https://stripe.com/docs/connect/cross-border-payouts
This link here says that I need to use the recipient service agreement.
