My suspicion is that you have access to beta functionality that may be impacting that flow, can you duplicate a key that doesn't have the permissions mentioned in the error?

i managed to duplicate a key i created

but how come i cannot duplicate the one created by stripe CLI

Based on the error it seems related to a beta, but we aren't familiar with beta features in this forum so I'm not sure how that would impact handling those keys. I would recommend you reach out to the support contact that is assisting you with the beta functionality to see if they have any insight.
