You'd be able to leverage our Subscription Schedules, https://stripe.com/docs/billing/subscriptions/subscription-schedules/use-cases#installment-plans and it talks about your specific use case.
On the second question, you'd want to click on the Prohibited Business List. Then reach out to Stripe support if you believe your business should be supported

With Subscription Schedule, you'd divide these payments in installments. So you would get the funds over time at each phase.
