The seller says he can only refund me when I cancel the "dispute" on Stripe. But I don't have a Stripe account, I even tried to create one with the same email as Kwai to see if anything appeared. But there was nothing and so then, delete the account.

Ah, I think you'd want to talk to card issuer / bank about this as that's where the dispute process might've begun.
