I get this from the detail api of payment intent with the parameter expand[]=charges.data.balance_transaction

Ok that's the balance transaction. It would be the Stripe fee taken from you as a merchant.

It is withhold right after the Invoice is paid successfully, so you have 33.73 on your Stripe balance

So, whether the transaction is refunded or not, the fee would not be returned to the customer or our balance, right?

The Customer will be refunded full $35 always, but Stripe fee once taken won't return : https://support.stripe.com/questions/understanding-fees-for-refunded-payments
