Hmm I'm not sure what you or your customer means by this exactly...
It sounds like maybe they want you to charge their Link account?
But you, as the merchant, can only charge payment methods that you have stored on your Stripe Account for your customers
We have an option to update card details, when the user clicks it, they are taken to a stripe page, and this window appears. They want to change their mobile number, but it looks like this is done between their bank and stripe?
