Do you mean you would have one account that acts as the Platform and another that is your Express account that you would make charges through?

But the other parts are rather confusing.

What does that mean? If it's your account you just provide a bank account that you control for the payouts.
What are the sellers here? What is "transfer charge"? Do you mean separate charges & transfers?
That would be up to you so it sounds feasible to me

sellers are other connected express accounts. and yes separate charges and transfers

so the current flow is

create a charge on seller stripe connect account -> transfer fee to my stripe platform -> transfer payout to seller stripe connect
i want to update it to:
create a charge on my company stripe connect account -> transfer fee to my stripe platform -> transfer payout to seller stripe connect OR do a PayPal later

does that work?

in that case, will the seller stripe connect still receive normal 1099?

Yes the above is possible as long as your sellers are in the same country/region as your platform
