You can pull this data via https://stripe.com/docs/api/balance_transactions/list#balance_history-type, and passing the value: “adjustment” and looking at the description of "IC-plus adjustment" [for MONTH YEAR]. Adjustments for IC+ billing plan are approximately made on 5th-10th of the following month and you won't be able to specify a date per say but can look at the months.
