the one with the details
thats the test card, and the other one you cant see the details on is a real card

Hmm that top error seems to say you are in the iTunes store? Can you go to your Wallet from Settings --> Wallet & Apple Pay and try to add a card that way?

trust me ive tried every way. I was able to add one online through my web app but when I log in on my emulator or real phone when I go to submit the payment it does not recognize that card.

and then it wont let me add a card from my phone or xcode simulator

Yeah I believe it is expected that you can't test Apple Pay on emulator.

Do you mean the above shows up where it won't let you add?

I get asked to connect a card for apple pay when I try to pay via apple pay. Im logged into my sandbox account/apple id on a real iphone and emulator. I was able to add a card to that sandbox account but only online through the apple id site https://appleid.apple.com/. So now on my phone and emulator I can see the card however, apple pay doesn't seem to recognize that card.

hit an error when attempting payment, apple pay appears and I click on it but then it prompts me to add a card and when I try to it wont accept either test cards or real cards

Thanks for clarifying. Yeah I didn't think it will recognize a card stored in your online apple wallet in your sandbox account. The way it works is it is trying to use a card specifically stored on your device as that allows for the security measure that you actually control the card. I'm sorry I know this is frustrating but I think we are at a bit of an impasse here if you can't add a card to your device's wallet. I think you may have to contact Apple about that in this case.
