Oh yes it is not clear. When I go on my checkout session and change the country, the applied tax is still 0€

So it looks like in this case the tax amount is 0 because it's a "reverse charge". You can learn more about this here: https://stripe.com/docs/tax/zero-tax#reverse-charge
