where was that exactly?

to be clear, if you are the owner of the overall marketplace, you simply have a normal full Stripe account, you are the 'platform', it's your other users who you help create Express accounts for

We are generating a revenue as a platform through stripe and will be paying out users through stripe. Can you confirm which account we need?

a platform account and then you can have Express accounts for the other users who you transfer funds to and pay them out

Perhaps, our dev. team should be able to get it figured out I believe, but will circle back.

We ultimately just need to know where to set up the account we need.

We were provided a link from him to create an account and did so, but do not believe it’s stripe connect express like he suggested.

to create the Express accounts for your users, you follow the guides and implement with our API (https://stripe.com/docs/connect/express-accounts#create-account)
