As far as I know there isn't a great workaround for this situation - once you set the service agreement for an account I don't think there's a way to change it, so there's no way for you to create a cross border transfer. I know you were hitting these errors while testing - do you know how many of the connected accoutns you have would be considered cross border?
SEPA is just for EU countries, correct? I believe it's going to be 100% of the accounts that need to be addressed; I think it's around 65 total.
we'd like to avoid having to mail these folks paper checks.
I'd recommend writing into support (https://support.stripe.com/contact) and seeing if there are any other workarounds they may be able to offer - as far as I know there isn't a way to do this, but it's always possible there are some internal processes that may make this easier
