The PaymentSheet is always going to collect the minimum amount of billing details as that helps with conversion. If you want to collect full billing address info then you would want to collect that outside of Payment Sheet and then pass that to defaultBillingDetails.
I'm not aware of any real plans to force full billing address collection within Payment Sheet (which I think is what you are asking for?)

yea it would just be nice to have all card related items within the same modal. Since the modal isn't editable
