Hmmm okay so when I look at your account, it doesn't look like you have the portal link enabled in test mode.
So I think you are mixing up livemode/testmode here
Take a look at https://dashboard.stripe.com/test/settings/billing/portal
And click on "Activate test link"
Use that link and attempt again
