To add a little more detail:

if I add configuration (one of the parameters mentioned in the docs), I get the same error message but for that parameter
if i remove return_url, I get an error messaging telling me to include success_url

#

it seems to me like it's leading me to create a payment session rather than a portal session

So the session you are using is a checkout session not a customer portal session
