can I set the billing_cycle_anchor to slightly in the future to cause a new invoice to be created?

I would highly recommend using Test Clocks for this, it's the right way and why we built this.
You can't change billing_cycle_anchor on an existing Subscription other than setting it to now

yeah I understand but without bringing existing test customers into test clocks, it's really hard to use for us

sure but if you migrated and started using those, the problem would be solved now and in the future. No other way though

what you can hack is put the Subscription back on a trial for a few minutes via trial_end otherwise
