Just trying things out on my end I'm able to add a Bank account through the customer portal - can you show me a screenshot of what you're seeing on your end?
Can you share the customer ID as well?

So the issue here is that for CA customers the only bank debit type we accept is ACSS debit which isn't yet supported by the Customer Portal. When I was testing I was using a US customer, which is why I saw it working
Unfortunately I don't think there's any workaround that would allow you to support bank debits for canadian customers through the customer portal until it's implemented on our end.
